这是介词+which+to do不定式结构，语法书把这种结构称为带有关系词的不定式短语。这其实是定语从句的一种简略，即把定语从句简略为一个不定式短语。它已经不再是定语从句了，所以没主语和谓语动词。这种结构只能作定语，上述不定式结构就是名词 a good threshold 的定语。我再用简单的例子说明。
倘若大家要翻译汉语“这是一把西瓜刀。” 即这是一把切西瓜用的刀。大家可以有以下几种句子：
1) This is a knife with which we can cut watermelons. 定语从句作定语，正式
2) This is a knife that we can cut watermelons with. 定语从句作定语，非正式
3) This is a knife we can cut watermelons with. 定语从句作定语，非正式
4) This is a knife with which to cut watermelons. 不定式短语作定语，正式
5) This is a knife to cut watermelons with. 不定式短语作定语，普通或非正式
上述句4）就是句1）的简略。即关系代词在定语从句中作介词的宾语，介词短语作状语，且从句谓语带有情态动词时，则可以省略定语从句的主语和情态动词，把情态动词后的不定式改为带to的不定式，如此定语从句就被简化成了不定式短语（带有关系代词）。这种介词+关系代词+to do不定式只能作定语，而且只用于正式语体。
上述句2）和句3）中，介词with在句末，作介词宾语的关系代词引导定语从句。这种定语从句也可以简略为不定式结构，但关系代词需要省略，同时省略定语从句的主语和情态动词，把情态动词后的不定式改为带to的不定式，就得到了句5）如此的不定式短语作定语。此时被修饰名词在逻辑上是不定式短语最后的介词的宾语。这种不定式结构是容易见到的结构。
